Non-Regulated Self-Declaration

Mandatory since 1 January 2021 for non-regulated products sold in KSA, a structured declaration filed correctly through SABER.

Accredited body

SASO · GSO · ISO 17065

01

What is this?

Since 1 January 2021, non-regulated products, those not covered by a specific Saudi technical regulation, still require a documented Self-Declaration on SABER before they can be imported or placed on the Saudi market.

The declaration is a formal commitment by the importer or manufacturer that the product complies with general legal requirements, labelling, safety, language, and any sector-specific regulations.

02

Who needs it

Importers and manufacturers of products outside the regulated technical regulations list.

Anyone placing furniture, stationery, fashion, gifting, or general consumer goods on the KSA market.

03

Catalogue with HS codes.

Commercial registration.

Authorised representative ID.

05

Why RACS

Ensures the declaration is correctly scoped, too narrow risks rejection, too broad risks liability.

Bundled with SABER account setup if needed.

06

Frequently asked questions

Because the Saudi market requires every imported product, regulated or not, to be traceable through SABER and to carry a baseline conformity statement. Skipping the declaration risks customs holding the shipment.
